Nature of Work
This is a highly responsible supervisory, administrative, and technical position which requires extensive knowledge of the principles and practices of modern police science and administration that are essential in the effective operation of the City of Guntersville Police Department.
This position is responsible for the leading, direction, coordination, and effective utilization of police personal in protecting lives and property throughout the City.
This includes coordinating the activities of various external departments in order to render maximum police service at all times.
Under the general supervision by the mayor, this position exercises considerable independent judgement regarding the planning, directing, and coordination of traffic, criminal, and other related services and activities of the City of Guntersville Police Department.
Essential Functions Develops and implements departmental policies, standard operating procedures (SOP), and training plan; monitors implementation of departmental rules and regulations; updates departmental guidelines according to federal, state, and/or local legislation.
Enforces all city, state, and applicable federal laws and statutes, codes, ordinances, and regulations, both in traffic and criminal, in order to protect life and property, to prevent crime, and promote security.
Serves as Traffic Control Officer per City Ordinance No.
1125 Prioritizes anticipated departmental needs for each fiscal year; prepares and submits budget information; administers approved budget and monitors expenditures of department appropriations.
Seeks sources of grant monies and oversees submission of applications; administer any grant funds awarded.
Plans, organizes, manages, oversees, and directs, either personally or through subordinate supervisors, all departmental functions, support staff activities, and training in order to ensure proper allocation of personnel and resources for efficiency and effectiveness of the department.
This also includes maintenance, repairs, and upkeep of department facility, property, vehicles, and equipment.
Supervises, directs, and evaluates assigned staff, processes employee concerns and problems, directs work, counsels, disciplines, and completes performance appraisals, personally or though subordinate supervisors.
Coordinates internal investigation of personnel for alleged wrong doing; enforces disciplinary action for rule infractions, criminal violations, inefficiency, or other reasons when deemed necessary Responds to emergencies; advises and assist subordinate supervisors and officers in complex criminal or other investigations and enforcement duties.
Establishes and maintains good working relations with the public; meets with news media, merchants, community and civic organizations, citizens, schools, and elected officials; responds to complaints, questions, and request for information; makes presentation and public speeches; serves on and meets with panels, boards, and/or committees relating to public safety.
Attends City Council meetings and makes presentations as needed.
Interacts with other law enforcement agencies within the county and surrounding municipalities; coordinates mutual police protection plans for crime prevention, crime detection, and apprehension of violators.
Conduct effective meetings with command and supervisory personnel to insure effective communication of new procedures/rules, changes in assignments, discusses special events, etc.
; facilitates departmental goals and objectives; discuss problems and possible solutions.
Plan and conduct inspections visits to include jail operations, vehicles, dispatch efficiency, accuracy of records, investigative procedures, control of evidence, and animal control.
Oversees the interview and selection process of new employees.
Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations, including current field and code manuals, in various police fields through reading, training seminars, coursework, correspondence, and memberships in appropriate associations.

It may be done formally or informally, either verbally or in writing.
Knowledge, Skills, and Abilities Extensive knowledge of the principles and practices of modern police science, administration, criminal investigation, traffic control, and operational field activities.
Thorough knowledge of local, state, and federal laws and regulations related to law enforcement.
Thorough knowledge of the standards by which the quality of police service is evaluated.
Skill in the use and care of firearms and other police equipment and devices.
Skill in the operation of modern office equipment, personal computer and applicable software.
Ability to establish and maintain effective working relationships with supervisor, co-workers, subordinates, elected officials, board members, civic groups, attorneys, vendors, general public, and those in the course of work.
Ability to effectively lead, supervise, direct, assign, and delegate work to subordinate employees with respect while promoting and maintaining a high department morale.
Ability to communicate clearly and concisely both orally and in writing.
Ability to make quick, rational decisions or reactions while remaining calm in emergency situations; ability to adapt to and perform under consider stress when confronted with emergency situations: ability to make independent judgements.
Ability to read, learn, and understand complex legal, law enforcement, legal codes, radio communication, and court related principles and techniques.
Ability to be “on-call” after normal working hours to include weekends and holidays.
Minimum Qualifications: Valid unrestricted Driver’s Licenses Must be certified as a law enforcement officer by the Alabama Peace Officers Standard and Training (APOST).
Must be licensed and qualified to operate a firearm.
Must present evidence of good moral character as attested by background investigation.
Ten (10) years of any combination of experience and training in law enforcement work with at least five (5) years of progressively responsible supervisory experience.
Desirable Qualifications: Associates or higher-level degree from an accredited college or university in Criminal Justice, Police Science, or related field preferred.
Physical Requirements: Physical demand requirements are at the levels of light work while performing administrative tasks and moderate work while performing field duties.
Work requires employee to sit, stand walk, bend, squat, crouch, stoop, stretch, reach, feel, grasp, push, pull, and have manual dexterity.
